OUR SAFEGUARDING
COMMITMENT

The Catholic Church of England and Wales, the Bishops and
Congregational Leaders are committed to safeguarding as an integral
part of the life and ministry of the Church.
We affirm the “One Church” approach to safeguarding children,
young people and vulnerable adults through the promotion of a
sustained and sustainable culture of constant vigilance.

The Church recognises the personal dignity and rights of all vulnerable
people towards whom it has a special responsibility. The Church and its
members undertake to take all appropriate steps to maintain a safe
environment for all, to practice fully and positively Christ’s Ministry
towards children, young people and vulnerable adults and to respond
sensitively and compassionately to their needs in order to help keep them
safe from harm.

The church authorities will liaise closely with statutory agencies to ensure
that any allegations of abuse are promptly and properly investigated and
where appropriate, victims and survivors supported and those who
perpetrate harm held to account.

The church wishes to ensure that its parishes and Religious
Congregations have the confidence to enable children, young people and
vulnerable adults to have peace of mind, knowing they will be cared for
and loved by their Christian community.

LOCAL SAFEGUARDING
REPRESENTATIVE

The Safeguarding Representative works in partnership
with the Parish Priest and the Diocesan Safeguarding Team.

The role of the Local Safeguarding Representative is to help promote
a culture of Safeguarding, where the parish community is aware of
safeguarding issues, and help ensure safeguarding is understood as an
essential part of living the Gospels.

He/she will guide those working with children, young people and
vulnerable adults so that policies and procedures are understood
and followed, and will ensure that any concerns or allegations of possible
harm to children, young people or vulnerable adults receive a prompt
response and are referred appropriately.

The LSR will help:

1. To keep an up-to-date record of relevant activities within the parish,
together with details of the helpers and leaders involved.

2. To keep in touch with the leaders of these activities, to help them ensure
safe practice, following the principles outlined in the local parish pack
and in the policies of the Catholic Safeguarding Standards Agency
(CSSA).

3. To ensure that all volunteers are recruited according to Diocesan policy, and to act as identity verifier when DBS (formerly CRB) checks
are required.

4. To ensure that parishioners know that, together with the Parish Priest,
they are available to be consulted on safeguarding matters.

5. To keep in touch with the Diocesan Safeguarding Co-ordinator and
Clergy Adviser.

FURTHER RESOURCES

The Catholic Safeguarding Standards Agency has developed a new
Resource Pack which contains a summary of National Procedures
to be followed by all those involved when responding to concerns
or allegations of abuse about a child, young person or adult at
risk within the Catholic Church of England and Wales.

This should be read in conjunction with CSSA procedures,
especially the Creating A Safe Environment section
and local guidance regarding current policies and procedures.

E-LEARNING PROGRAMMES

The Catholic Trust for England and Wales has purchased a package of
e-learning programmes available to all members of the
Catholic community free of charge. This is part of the Church’s ongoing
commitment to safeguarding.
